If you do not find an Embassy nearby, you can apply for your visa to Canada at a VAC. Visa Application Centres (VACs) are private companies that have formal contracts with the Government of Canada. They allow you to securely submit your applications and passports to the visa office and are official places to give your biometric data (fingerprints and pictures). In addition, they are located all over the world and speak the local languages. Even if you are not in your country of residence, you can contact any VAC either by calling, emailing, or visiting the VACs in person.
