All people living in Costa Rica, refugees, migrants or non-migrants, regular or irregular, have the same right to access to justice. Even without documents, refugees or migrants can claim any right that is being denied to them and that is stipulated in international regulations, the Political Constitution and the Costa Rica Law. This is not only limited to it defense, but they also have the right to have what was denied or taken from them restored. For these reasons, you can go to any judicial office to file the necessary lawsuits or reports.
