Panama and Costa Rica implement a plan for the relocation of migrants
Costa Rican and Panamanian government authorities created a Humanitarian Corridor to transport migrants in a safe, orderly and humane manner from the Temporary Migrant Reception Stations (ETRM) in Panama to the Temporary Attention Center for Migrants (CATEM) in the southern part of Costa Rica.

National Emergency Declaration in Costa Rica in response to the migration situation
On September 29, 2023, the Government of Costa Rica signed an executive decree declaring a National Emergency to the migration crisis. The decree allows the National Commission for Risk Prevention and Emergency Attention (CNE) to take a series of administrative, operational and economic measures to support the work of institutions related to the protection of families already at the borders and the guarantee of a safe transit to their next point.
New requirement in Costa Rica for Honduran nationals
From October 25, Hondurans wishing to enter Costa Rica must present a criminal record certificate, without apostille, at the immigration posts, according to Costa Rica's General Direction of Migration and Alien Affairs (Dirección General de Migración y Extranjería de Costa Rica).
